Strip the cement render back to stone. Reapply lime-based plaster. Use breathable mineral paint. Improve cross-ventilation. Consider a localised injection damp course only where rising damp is severe. Most homes do not need it if the breathable system is restored.
Winter ventilation matters more than you think
Closed up homes between November and March are the single biggest cause of mold in Puglia. Even in winter open shutters for twenty minutes morning and evening. If the house is empty install simple humidity controlled extract fans in bathrooms and kitchens.
